Computer engineering its mostly about technical support of computer parts and its accessories.you can do programming as well which is basically software and considered to have wider areas than other areas.
I HONESTLY DON'T KNOW MUCH ABOUT THE OTHER COURSE.I RECOMMEND COMPUTER.eng AS THE WAY TO GO, U WILL LEARN MANY PROGRAMMING LANGUAGES
