You need to set up the administrative access. If you are the admin, then you can setup users on your network. This way, the users who will be sharing the network will not be able to do anything unless they are the admin.
Just set up a password as the admin on Win 2003 server. As long as you have a domain controller, then you can make sure they have network access, but not file access.

Isn't the point of having a server operating system so you can serve, or share files and folders over the network?
